The Director General of the International Atomic Energy Agency (IAEA), Rafael Grossi, has expressed his willingness to visit Iran for discussions regarding unresolved issues between the IAEA and Tehran.
Diplomatic Engagements
In a recent phone conversation with Iranian Foreign Minister Seyed Abbas Araqchi, Grossi emphasized the ongoing consultations with various stakeholders aimed at facilitating a productive dialogue. He conveyed his intention to travel to Iran, which was approved in principle by Araqchi.
To ensure the success of this diplomatic visit, both parties agreed to finalize the relevant details through appropriate diplomatic channels.
Current State of Iran’s Nuclear Program
During the call, Araqchi updated Grossi on the latest developments concerning Iran’s nuclear program. He reiterated Iran’s commitment to engagement and cooperation with the IAEA but stressed the need for the Agency to adopt a clear stance regarding the threats posed to Iran’s peaceful nuclear installations.
Araqchi highlighted that, given the persistence of these threats, Iran would take all necessary measures to safeguard its nuclear program.
Progress and Challenges
Iran’s top nuclear energy official, Mohammad Eslami, affirmed that Iran is continuing its cooperation with the IAEA to resolve disputed issues surrounding its nuclear program. Eslami reported that nearly half of the issues raised by the IAEA about Iran’s nuclear sites have been addressed, with only two sites remaining under discussion.
He emphasized that ongoing negotiations with the IAEA are separate from stalled discussions aimed at reviving the 2015 Joint Comprehensive Plan of Action (JCPOA). Eslami also mentioned a Joint Statement made with Grossi earlier in March 2023, which remains valid as a roadmap for future cooperation.
Concerns Over Unresolved Issues
Despite the ongoing dialogues, Grossi has expressed his concerns regarding unresolved matters, particularly regarding uranium traces found at undeclared sites before 2003. He noted that the IAEA’s ability to monitor Iran’s nuclear program has been hampered, though a temporary arrangement to access camera footage at certain sites has been established.

Grossi intends to return to Tehran „very soon” to further consult with senior Iranian leaders, aiming to pave the way for significant diplomatic efforts related to the JCPOA discussions. While there has been progress in these negotiations, significant challenges remain, particularly concerning the interpretation of U.S. sanctions and compliance with the terms of the JCPOA.
